In addition to a law degree, Frank has earned a Certificate in Estate Planning and a Master’s Degree in Taxation (LLM Taxation). He is the former Chairman of the Estates and Trusts Committee of the Anne Arundel Bar Association, and has served as a lecturer to the Maryland State Bar Association and the Anne Arundel County Bar Association.
